Tax & Residency

The NHR Guide.

Portugal's Non-Habitual Resident regime, the successor IFICI program, and what they mean for your move.

Background

What is NHR?

The Non-Habitual Resident regime was a Portuguese tax program offering significant benefits for up to ten years to foreign professionals, retirees, and investors moving to Portugal. While the original regime closed to new applicants in January 2024, current holders keep their benefits, and transitional rules may apply to certain late applicants.

Most foreign-source income — including pensions, dividends, interest, royalties and rents — was exempt from taxation in Portugal under NHR (provided a double-taxation treaty exists).

For property owners and investors on the Silver Coast, understanding the current tax landscape — including the new IFICI regime — is indispensable for informed decisions.

Key callouts

What to know now.

If you arrived before December 31, 2023
You retain full NHR benefits for ten years from your registration date. No action required.
If you are arriving now
NHR is closed. Look at the IFICI regime (Tax Incentive for Scientific Research and Innovation) for similar benefits if you qualify.
Professional advice is indispensable
NHR rules are complex and subject to change. We strongly recommend working with an English-speaking accountant who specializes in international resident taxation. We can introduce you to trusted professionals on the Silver Coast.
